The VA allows the veteran to use their benefit as many times as they want as long as the guarantee is still enough to back the loan. Usually this means using the VA loan guarantee 2 to 3 times in their life for most veterans.
I met with a Navy veteran today who never considered VA because he had used it to buy his first home in 1972. The loan amount at the time was small, so he is now able to reinstate his eligibility and refinance his house to a 3.25% 30 year fixed.
